What can actually happen is the user is banned from a sub and goes to another sub and complains. The mod that banned them complains/reports to admins that this is target harassment and gets the user banned from the site. Complaining about top reddit admins will get you banned for targeted harassment as well. They can do whatever they want since it's their site. I just don't think I'm interested in engaging when I can setup my own blog.
