The money that they have used to develop Falcon was a result of NASA contracts, they get paid by NASA to deliver people to the ISS, they're getting paid by the DoD etc. I think it's a good thing that public money is paying for exploration, it just turns out the legacy players in the industry were incapable of innovation and a blank slate was needed.
