Why doesn't Google just rate limit suspected gmail accounts to incoming only and demand that the user identifies for continued use with strikes as on youtube..?

Why doesn't Google just rate limit suspected gmail accounts to incoming only and demand that the user identifies for continued use with strikes as on youtube..? I've commented negatively about Google before, and this seems like a very harsh punishment based on what I assume is a rule/ML based anti spammer policy with no humans in the loop.
