Well usually isn't it just 1 or 2 chips that get manufactured and binned differently? The release of a new card is just a release of previously manufactured chips that were being held until there was a sufficient supply of that quality/binning level? Manfacturing of different boards is probably pretty easy since PCB manufacturing is a well solved & optimized problem.
