Kind of, I think. I don't think it is directly related to the WSJ article, but it has to do with the general issue around the perception of texting on an iOS device as a superior experience to texting on an Android device. Google has been trying to get the phone networks to standardize on RCS for years, as a replacement protocol for SMS, and to add some similar features familiar to users of iMessage like typing indicators.
