  The two adults that were arrested were not prosecuted. However, it seems like the police's stance was, "a crime was committed, but we decided to not prosecute based on the context, consequences of the crime, etc.", rather than, "there was no crime committed" There's more info from the law firm (in Japanese), but I really only know Japanese, not legalese. https://www.yokohama-park-law.com/news/20190529.html https://www.yokohama-park-law.com/news/20190529.html
