My memory isn't the best but I'm under the impression that not-quite-standard or otherwise crappy solutions were fairly common in major brand desktop PCs of that era. I'm not defending those solutions, and I don't know if Dell's builds were even more limited than some other brands or not, but I doubt those kinds of issues were unique to them.
