It's pretty clear from the article that the guest is charged for the electricity usage here, in contrast to the the clickbait title.
In respect to the energy price crisis that the EU is currently facing, and consequently the abruptly rising utility prices, I find this host behavior to be acceptable - on the condition that this is clearly stated on the property description.
