  CEO's do not buy and sell their stocks willy nilly, that's insider trading. They buy and sell during trading windows according to some kind of plan, filed long before the trade.

    Right, so - he dumped stock during his trading window (presumably), and also deleted his twitter account.

      He sold stock during a pre-defined window, in a pre-defined manner. Call it dumping or whatever you want. That he deleted his Twitter account is not super relevant unless it was a means by which he was communicating material information to the public.
