I think the truth is somewhere in-between (hence the articles proposal of a hybrid approach). That said it's not just the budget for hardware to take into consideration but the often ignored costs like man hours, support contracts etc. It also ignores security. Many security departments would much prefer the risk of having a dedicated cloud provider take that on, rather than a bunch of local sysadmins who will come and go.
