I really don't think her channel, in any way, "caters to fetishists".

  Obviously not. But that fact absolutely does not matter to Google. All Google cares about is if any of the actual customers might come to say they don't want their ads displayed on her channel, so that Google might thus make less money from it. Google doesn't want channels not making them money, or displacing views of channels that would make them more. And, they can't spare the attention to determine accurately which those might be.
