Considering how meaningless "number of papers/patents published" is on its own, and ESPECIALLY how meaningless it is coming from a country like China that has perfected the art of bullshitting/padding stats...this article is next to worthless. I don't know what's a worse explanation, that the author is naive enough to believe that's a useful metric, or that they intentionally used that metric to instill fear.
