I think Google is realizing that software companies like Blackboard and Peoplesoft are milking universities for millions of dollars while Google is losing potential revenue in the name of product exposure. Since universities need to provide email and storage services to their students anyway, Google is realizing that they will happily pay the bill rather than switching providers.
