Obviously Apple is positioning itself here for a negotiation with regulators, in a way that leaves as much options open for them as possible. They aren’t going to grovel and then ask if they’ve been groveling enough, they take strong positions they do have arguments for and then they negotiate. Most people wouldn’t expect Sony to be forced to allow free access to the PlayStation platform. There really isn’t that big a case for Apple to be forced to allow free access to iOS.
