I've worked with countless engineers who've had 10+ years under their belt that were outperformed and outthought by engineers with half the experience. People with low skill levels and a lot experience exist. The opposite does as well. I'm not surprised that a large corp uses reductive and rigid leveling methods to, it happens at scale.
