At the point where you start typing in your payment information from scratch, you should have a pretty good idea that you're not in kansas anymore. Apple IAPs don't require you to enter your payment information again and again. So, you are definitely informed one way or another, but requiring the developer to be more explicit about that would probably be good, but achieving that benefit doesn't require Apple to do... whatever this is that they're trying to force developers to do. It's a farcically extreme version of what could otherwise be interpreted to be a consumer friendly requirement.
