  Exactly, its not like there is a fundamental problem with iOS that makes it difficult to implement, they use that feature for schools too. I don't usually like to take a cynical view but can only think that it's a purposeful decision by Apple to compromise the iPad in that way to encourage families to buy multiple devices.
