It was the start of the various “phases” of restrictions following the hard lockdown order, including in King County where CHAZ took place. And of course the phases got paused because of a sharp increase in cases that June - the primary month in which CHAZ, other riots, and peaceful protests took place (while virtually everything else was shut down).
