Google's customers are finance, government, retail, defense, healthcare, entertainment, manufacturing, etc. We are a small, disorganized slice of of that pie, and products like Stadia aren't meant to succeed as much as collect data for as long as they need to understand whether there's a market to make. Anyway, if you're interested in creating your own Stadia, you can do so with things you've probably had at home for years: a device like a Raspi or smartphone with a utility like ReLive or SteamLink installed, a home computer to host the games, and a VPN to your home network.
