The ratio between faucet output to bucket hole diameter and wheel friction is almost certainly a major determinant in how chaotic the overall behavior is. If the buckets drain quickly and the faucet fills them slowly enough (and there is nonzero friction on the wheel axle), you should reach a steady state. Did they document these values anywhere? I couldn't find them immediately.
