I don't know about no one, but I think the city council is the biggest culprit. But he can still be an entitled buffoon. Rich people will always try to get their way, that is not new or surprising. But that is precisely why we have laws and governments, to offer some protection for the weak, so we're not just ruled by might is right.

And obviously it's "his fault" if he agrees to it, knowing it will happen. How could it possibly not be "his fault"? Blame can be shared you know. If I order a lion skin knowing that someone will kill a lion to provide it, obviously I am morally responsible for this, even if it's legal and even if I didn't do the killing. And obviously that would be different from killing a lion in self defence, or for food if you're starving.
