One thing I don’t recall seeing discussed before: why have 4-way stops at all? Far, far better to have clearly delineated major and minor roads at intersections. You yield when going from minor to major - no confusion, less temptation to “jump the queue” (although some drivers will still try). The main downside is that it can take a long time to get onto the main road safely when it’s busy. But traffic lights fix that.
