Wouldn't this hammer the generators with brief load changes? I guess generators are already hammered by sudden load changes all the time and capacitor banks smooth that out somewhat. And in the best case this could spread load more evenly across time, reducing stress on generators. But there will certainly be edge cases that are not predictable where the load jumps up and down very fast. This also seems likely to introduce a new noise source into the grid, at precisely the frequency of the inverse of the packet duration/size. So where switching noise is currently a low frequency random pattern it becomes a higher frequency synchronous pattern. In addition to standard 60Hz noise (in the USA, 50Hz other places).
Seems like the wear on the generators needs to be studied as well as the noise characteristics before any substantial deployment. It's a neat idea regardless!
