Ahhhhh. I've struggled with this all my life, where the rules say one thing, but you're "just supposed to know" those cases where they aren't really serious about that. Now the contradiction is so painful, they'll have to address it. Either a) update the rules to reflect actual practice, or b) admit to "yes, your self-driving car has to obey traffic laws we don't enforce on humans".
