A lot of discussions happen via the IETF Datatracker infrastructure and internal email discussions/meetings. We have a monthly gnunet jour fixe and we do post news entries (https://www.gnunet.org https://www.gnunet.org) We dropped our IRC channel when the freenode apocalypse happened.
