I once interviewed a person who couldn't answer a single question, not even the easiest ones. He would just say "I don't know, ask me the next question". A few weeks later I realized it was probably a plant that another candidate sent to collect the interview questions. And I think I even know who it was. We hired her, she wasn't very good writing code. But she answered all our questions perfectly, which only happened once before.

Start by asking him softball questions about his experience, can’t give a straight answer to any of it. Start asking some technical questions and everything we ask he knows little to nothing about. Finally I am getting fed up and I ask him “Why did you put all these things on your resume you know nothing about?” The guy just deadpan replies “The recruiter told me to”. I don’t know if we worked with that recruiter again, but my boss who was also in the interview was none too pleased.
