You don’t need individual data lines to address each LED. A serial bus and a microcontroller would be enough. The only difference is that here there is no dedicated data line/lines. 1-wire is a similarly clever protocol.

I was getting at, if you didn't have embedded electronics in each light - there could be some arrangement of wiring to control 100 LEDs individually (e.g. a 10x10 grid).
