Because they didn't want the truckers filling up the hospitals. Same reason as New Zealand having the mandates, it wasn't about trying to reduce spread, it was about trying to reduce the number of people who would end up in hospital.
The vaccine vastly reduces rates where people end up having to be hospitalized, and hospitalization is expensive and bad.

Supply will increase in response to increased demand and prices will adjust accordingly in the interim. It will be fine. Not the government's job to micro manage this stuff, especially by trampling on fundamental individual rights.
