Yes, LOB is consultant speak for "non-IT employee" (after reading your comment, I can't tell if it's a badge of pride or shame that this jargon is second nature to me) It's because (rightly so) IT gets mad when you insinuate they are not part of "the business" So "line of business" is the compromise to mean "any business unit but IT"
