Biologically speaking, there's just no point for most people sitting at a reasonable viewing distance from reasonable sized televisions vs 1080p. Most people's homes are not set up for theater-scale THX-specced 40+ degree FOVs with 80" screens 8 feet away. Normal adult eyes with normal adult televisions and normal adult living rooms already mostly can't differentiate pixels at 1080p, so publishing and distributing 4k/8k is a waste of money.
On top of that, apparently long-forgotten findings from the days of plasma-vs-lcd (since home plasma displays are now a thing of the past) consistently showed that better color and contrast blow away better resolution every time on subjective experience quality assessments. So I think a better question for you to ask would be why networks keep streaming disgustingly compressed video with crushed black levels. That can only be worsened by packing in more pixels, not improved.
