Mine does seem to contain `/usr/bin/smtpd.py` with a modified date of January 22nd. It's an installation that's been updated through a number of versions of macOS, though.

Ah, I see... It contains the following shebang: #!/System/Library/Frameworks/Python.framework/Versions/2.7/Resources/Python.app/Contents/MacOS/Python -R Which continues to work since it's a system framework.
