As for the dutch reach, I have a feeling that the most effective way to teach drivers to keep cyclists in mind before doing stupid things, is if you mandated 2 years of compulsory cycling before being allowed to drive a car. ... not that by the same logic, having suffered from tailgaters stops most people from tailgating themselves, but, you know.
