Two sides of the sword: The reason China got nuclear weapon so fast is that USA pushed the top nuclear scientist back to China. This could happen to semiconductor or other fields. I don't see any solution though, if you don't control, you will lose valuables faster, if you do, you will overdo it sometimes. Nothing is perfect, if things went too far in the process, let's trust the legal system to sort it out.
