It was "banned" by copyright - the Bavarian state had the rights (by inheritance) and wasn't giving anyone permission to reprint it.

  Until 2015. That's the year the academic annotated edition was released.

  And a guy was fired in 2017 for reading the "not" annotated book...i would say it's a bit more then just copyright.
