I'm pretty sure that it's opening the car door using your opposing hand, so that you naturally look backwards to ensure there's no cyclist approaching that can be harmed by a suddenly opened car door. I personally use my side mirrors (and curse cyclists riding the Nordic gloom without any form of light).
