fwiw, I put myself on the King County (seattle, wa area) booster waiting list months ago and only got an email the other day that my turn was up. They wanted me to drive ~30 minutes out of town for a booster, and I don't have a car. The situation is not great. I have no idea how a poor person would navigate this system.
