One word: inequality. When people don't feel they are equals in society, the whole "for the benefit of all" sounds pretty cynical. Also, some governments have a poor record for taking responsibility (e.g. looking after veterans), or making others take responsibility (DuPont), so the people who do come off worse don't necessarily expect to be taken care of.
