I'm not sure what Frost's _Mending Wall_ was supposed to add to this. In that poem, in the author's view the wall is entirely pointless, since it doesn't actually block anything. But his neighbor insists on repairing it because "good fences make good neighbors".
Its juxtaposition with Chesterton's essay is kind of weird, because Frost doesn't even know what the wall is for, and apparently neither does the neighbor.
