Why is it accepted that most of the big tech investing opp. are VC's only?

Great example is recent tech IPO pricing and how they dump on retail. Why huge risk taking on investing in tech is almost only allowed to already well off or rich people? I was trying to apply to angel.co as an investor and this warning was not nice. "Note: Due to SEC guidelines, we are only able to accept new subscriptions from Qualified Purchasers for the time being." Robinhood or many apps are giving "free" access to stocks etc. but GL finding any big opportunity now, while investment banks are much better at calculating tech stocks IPO price. Just sad
