I think the idea is the same as why many European countries went into Afghanistan: To demonstrate a commitment to NATO. Sure, we can question the wisdom of going into Afghanistan. But that was kind of irrelevant to Norway given their domestic goal. In any case, it seems pretty clear these troops would (if mobilized) be stationed in NATO countries -- not Ukraine! Also note that many NATO besides the US has troops rotating through NATOs eastern members States.
