There is more than a slight difference between moving to California and Saskatchewan - just the same, adding another 10% to the state income tax will send quite a few people in the other direction. I’d agree that universal health care probably wouldn’t come about incrementally, but there is no fundamental reason we can’t improve the system incrementally.
