There are plenty of people who aren't in the US, and have their own constitutions, your title should probably address that. Misunderstanding what freedom of expression means in the US is very common. Without weighing in on whether it would, or should, be constitutionally protected in the US, freedom of expression doesn't make sense here. That's like asking whether the FDA allows shoveling snow.
