Both the Swiss and the Finns have a compulsory military service. This is not your average gun safety course. Having so many guns lying around, I would hope one has to go through all the hoops that the Swiss and Finnish gun owners have to, including the initial screening. In other words, high gun ownership rate is not the problem. The regulation is (or lack thereof).
