The amount of traffic needed to service local stores is tiny. One or two vehicles per shop per day at most. My local high street is pedestrianised but permits access for delivery vehicles. On a typical shopping trip I'll see one or none. It works well. The key is removing the through traffic. Walkways are unnecessary.
