Targeting can still occur by proximity to content, which is how things used to happen. We shouldn’t have random ad performance but neither should we be optimizing for it at the price of privacy. A lot of people here use the web with barely any targeted ads due to good ad block. I don’t believe they are missing out as opposed to living better.
