I mean, ideally I'd like to be able to define my own don't-go-there areas, such as near airports or areas that smell bad, but having defaults that route traffic around areas like this seems good. Legislating that traffic/etc fines go to a _state_ budget instead of local town budgets might solve this, but I imagine that would be very hard to pass, let alone survive lawsuits.
