What Is the Dawn Project?

Quoting Dan O'Dowd... "Dan is the world's leading expert in creating software that never fails and can't be hacked." Having 50 years of coding experience and having worked in the software security business... I'd like to understand his technology. I am currently involved in software research for provably correct mathematical software. I'm unaware of any published papers that support this claim (and I've read several hundred so far). Please post anything that might enlighten me on this technique.
