It depends what kind of programming you do if it can be called engineering or not. Most of software development is not engineering. The core difference in my mind is that engineering implies transferring abstracted design to physical reality (you have to understand physical limitations and constraints to do that). Programming most of the time is producing abstraction mechanisms that are quite detached from physical objects. A good comparison would be 3D modeling and sculpting. When sculpting you have to understand the properties of the stone and tools, but in 3D world almost anything is possible.
