Quite simply, as someone from a place where the term is protected, an Engineer is someone that is licensed by an engineering regulatory body. The more interesting discussion is what is engineering work. The best definition for engineering to me is: "the application of scientific principles to efficiently solve a unique problem". Which is something that most "software engineers" aren't doing, but by that same definition, most people with traditional engineering degrees aren't doing either, even if they are a licensed.
