    Conspiracy time:- Red cross was illegally 'reuniting families' in regard to state/country laws, bigger org laws(EU) or international laws. Or they were leeching off funds/donations. The reality probably is that the people who were trying to find their family members are from regions where, if the info leaks out, it may cause harm to them or to the missing individuals.
